The New Taipei City Government utilizes information technology and digital tools to improve the lives of its citizens. Through the “New Taipei Mobile Payment App-NewTaiPAY,” which centers on carbon reduction, sustainability, and public welfare, the city provides a carbon footprint calculator and rewards in New Taipei Dollars. This initiative promotes energy conservation and carbon reduction in response to global climate action. After being selected by the Information Service Industry Association of R.O.C.(CISA) during the domestic preliminary process, New Taipei City represented Taiwan in the “ASOCIO 2024 DX Award,” which dubbed “Asia Cup of ICT.” Emerging from fierce global competition, New Taipei City clinched the “Smart City Award in Public Sector” first prize with representatives from the Information Management Center attending in the “ASOCIO 2024 DX Award Ceremony” held in Tokyo, Japan, on November 7th. New Taipei City’s achievements in smart sustainability have received significant international recognition.

The Asian-Oceanian Computing Industry Organization (ASOCIO) is an important international ICT industry organization in the Asia-Pacific region, founded in 1984 by founding members Taiwan, Japan, Korea, Australia, and New Zealand. It currently represents 24 member economies and aims to promote economic and trade exchanges, as well as the advancement of the ICT industry among its member economies. At ASOCIO Digital Summit, the “ASOCIO 2024 DX Award” is presented with exemplary digital solutions rigorously selected from member countries annually. The organizer offered high praise, stating “The Information Management Center of New Taipei City Government made a lasting impression with its outstanding contributions to technology development and application, especially in its outstanding leadership in technology strategy and implementation, serving as a model for Asia-Pacific economies.”

Chen Fu-Tien, Director of the Information Management Center, stated that this award fully demonstrates the international recognition of New Taipei City’s expertise in sustainable development in smart cities and the application of innovative technology. New Taipei City has long been committed to achieving net-zero carbon emissions, utilizing the “NewTaiPAY” system to provide real-time updates on municipal information to the public, establishing an interactive reward mechanism for municipal services, issuing New Taipei Dollars instead of traditional physical promotional materials, thereby reducing carbon emissions from idle promotional materials. At the same time, to enhance public awareness of carbon reduction, New Taipei City distributes New Taipei Dollars to encourage citizens to walk daily instead of using transportation vehicles and has implemented smart recycling machines to facilitate eco-friendly practices, striving to realize the vision of a zero-carbon city.

New Taipei City, with its vast area and dense population, is the most populous city in Taiwan. In response to global climate change and the COP28 resolutions of the United Nations, the city has committed to achieving net-zero emissions and aligning with SDG 13: Climate Action. In 2020, New Taipei City was the first in Taiwan to sign a “Climate Emergency Declaration.” To reach the goal of reducing carbon emissions by 30% by 2030 and achieving net-zero carbon emissions by 2050, New Taipei City has innovatively launched the “NewTaiPAY” to implement carbon reduction initiatives. New Taipei City places a strong emphasis on the digitalization of public services and climate governance. In the future, New Taipei City will continue to collaborate with citizens and enterprises to foster a smarter and more sustainable urban living environment.
