At the Daring Cities 2026 Bonn Dialogues, international experts acclaimed New Taipei City’s “people-centered” governance model, recognizing it as a pivotal strategy for aligning municipal administration with national sustainability and climate goals.

BONN, Germany — New Taipei City Deputy Mayor Liou Her-ran attended the opening ceremony of the “Daring Cities 2026 Bonn Dialogues” upon invitation this past June. During the event, New Taipei City’s impressive achievement of a 13.7% reduction in carbon emissions for the year 2024 received unanimous praise from participating city representatives and climate experts. Attendees noted that as a key component of the broader climate goals, this 13.7% reduction significantly boosts confidence in the overall attainment of the national Nationally Determined Contributions (NDCs).

Deputy Mayor Liou stated that since New Taipei City signed the Climate Emergency Declaration in 2020, its roadmap has been exceptionally clear. From publishing the Net-Zero Roadmap White Paper in 2022 to formulating the third phase of the mitigation plan this year, New Taipei City has consistently aimed for a 30% carbon reduction by 2030, pragmatically aligning with Taiwan’s NDCs. He emphasized, ” The execution and implementation of climate action by New Taipei City exemplifies the driving force needed to achieve national reduction targets. “

The seventh edition of the Daring Cities Bonn Dialogues taked place alongside the UNFCCC Bonn Climate Change Conference (SB64). Co-convened by ICLEI – Local Governments for Sustainability and the Federal City of Bonn, Germany, this year’s event brings together leaders from all levels of government, alongside global partners, to accelerate climate implementation and advance multilevel action in the post-COP30 era.

Under the framework “Know more. Act better. Lead together,” the 2026 edition responds to a defining challenge of the Paris Agreement implementation phase: ensuring that national climate commitments are translated into effective action across all levels of government.
