New Taipei Earns International Recognition Again: Wins ASOCIO Award 2025 for Digital Government

Smart governance gains international acclaim once again. The New Taipei City Government has leveraged AI technology to develop the “New Taipei City AI-Driven Trend Observation and Alert System.” Guided by a people-centered approach and early warning mechanism, the system successfully addresses issues such as call operator misjudgments and delays in information transmission. After being selected to represent Taiwan, the system competed in the prestigious ASOCIO Awards 2025 and stood out among global contenders to win the Digital Government Award. The award ceremony was held on November 11 at the Sheraton Grand Taipei Hotel, where Chen Fu-Tien, Director of the Information Management Center, accepted the honor on behalf of the city.

The Asia-Oceania Computing Industry Organization (ASOCIO) is one of the most influential information and community technology industry alliances in the Asia-Pacific region. Established in 1984 by founding members Taiwan, Japan, South Korea, Australia, and New Zealand, it now represents 24 economies. Since 2023, ASOCIO has been actively advancing digital transformation and regional cooperation across member economies to achieve the vision of a “Digital Asia.” Its annual ASOCIO Awards recognize exemplary digital applications from among numerous innovative solutions submitted by member nations. This year, Taiwan successfully secured the hosting rights for the ASOCIO 2025 Digital Summit, organized under the guidance of the Administration for Digital Industries, Ministry of Digital Affairs, demonstrating Taiwan’s crucial role in regional digital development.

The Information Management Center Director Chen Fu-Tien stated that this award reflects strong international recognition of New Taipei City’s achievements in smart city governance. The “New Taipei AI-Driven Trend Observation and Alert System” is a nationally pioneering platform that integrates three major systems, including the 1999 Municipal Service Hotline, the Case Management, and the Digital Public Opinion System, to address human error and information delays. Powered by AI technologies such as on-premise LLMs, Graph RAG and knowledge graphs, it enables proactive crisis detection and response. The system has processed over 2.75 million data entries and, since implementing AI, has significantly enhanced case handling efficiency, increased data structuring for municipal services, reduced call misjudgment rates, and shortened response times. Through BI dashboards and an issue-analysis chatbot, AI-generated insights are visualized and made intuitive, providing officials with real-time decision-making support and helping departments respond more swiftly to public needs, substantially improving service quality and administrative efficiency.

New Taipei City spans a vast area and is densely populated. As Taiwan’s most populous city, New Taipei faces high volumes of public petitions and civic issues that remain a top priority for government attention. The New Taipei AI-Driven Trend Observation and Alert System is a prime example of data-driven, people-centered policy. By strengthening real-time responsiveness and issue transparency through AI, it ensures that public concerns are addressed more promptly and effectively, reinforcing public trust, advancing smart governance, and contributing to sustainable urban development. Moving forward, the city government will continue to drive innovation with technology, deepen AI applications in governance, enhance municipal service processes, and lead New Taipei toward a safer, more livable, and sustainable smart city.
