New Taipei Proactively Recruits Investment in Japan Deputy Mayor Liu Leads Delegation to Japan to Promote Baogao Science and Intellectual Park

【NEW TAIPEI CITY News】In an effort to attract foreign investment, New Taipei City Deputy Mayor Her-Ran Liou led a delegation to Japan from July 29 to August 2 to promote the city’s business-friendly environment and efficient government services. The team actively invited Japanese companies to invest in New Taipei and deepen bilateral cooperation.

Japan is Taiwan’s third largest trading partner and a major source of foreign investment and technology. It holds a dominant position in the global automotive, optoelectronics, machinery, and electronics industries, supplying critical materials and components. With a wealth of research and development achievements and patents, Japan’s industrial structure aligns closely with that of New Taipei City. Through industrial cooperation and mutual investment, both parties can strengthen New Taipei City’s existing industrial competitiveness and establish a comprehensive overseas network.

New Taipei City’s investment promotion team held a grand investment briefing at the Tokyo Conference Center today (30th), attracting approximately 60 Japanese companies from fields such as smart transportation, AI, and biotechnology. With the full support of Taipei Economic and Cultural Representative Office in Japan, the Taiwan-Japan Industrial Promotion Office, and Taiwan-Japan Industrial Collaboration Promotion Office, officials from the Ministry of Economy, Trade and Industry were also present to exchange with the city government team, creating a lively atmosphere at the event.

New Taipei City Government begins by showcasing the must-visit attractions of Pingxi Sky Lanterns, Jiufen Old Street, and the Merry Christmas City, to present the city’s iconic images. The presentation then delves into New Taipei City’s strategic economic position in both Asia and Taiwan. With two international airports and two seaports connecting the city to the world, coupled with a well-developed transportation infrastructure, a stable and sustainable energy supply, a young and highly-skilled talent population, diverse and comprehensive industrial development, and proactive and efficient investment assistance, New Taipei City is undoubtedly the prime choice for Japanese companies seeking overseas expansion. The city government’s self-developed “Baogao Science and Intellectual Park ” has already fully leased all units in its first phase, and the second phase is now under active planning. New Taipei City Deputy Mayor Her-Ran Liou stated in his speech that New Taipei City boasts a population of 4.04 million, over 270,000 companies, and more than 20,000 factories. The ICT industry alone accounts for a quarter of Taiwan’s total, making New Taipei City the number one industrial powerhouse in Taiwan and the top choice for global investments. Moreover, New Taipei City was the first in Taiwan to sign the “Climate Emergency Declaration” and subsequently released the “New Taipei City 2050 Net-Zero Pathway and Climate Action White Paper” in 2022, demonstrating the city’s commitment to becoming a zero-carbon city and providing the best living environment for its citizens.In addition, the New Taipei City Government is actively creating more industrial space for businesses to expand and deepen their roots in the city. Apart from the Baogao Science and Intellectual Park, numerous urban planning and non-urban land development projects are currently underway, offering approximately 800 hectares of reserved industrial land. Concurrently, the government is promoting the vertical expansion and urban renewal of industrial zones to assist manufacturers in developing vertically and securing more industrial space independently, thereby fostering their growth and development in New Taipei City.

The Commissioner of New Taipei City Government Economic Development Department added that the one-stop shop” investment service of New Taipei City provides dedicated personnel and projects to assist businesses interested in investing. These services include space matching, industry collaboration, regulatory analysis, and expedited administrative procedures, offering comprehensive support to ensure businesses can invest with confidence and peace of mind.

New Taipei City Government Economic Development Department stated that the primary objectives of this Japan trip were to extensively promote the unique features of the Baogao Smart Industrial Park to international enterprises and to incorporate the feedback and insights of Japanese manufacturers into the planning and construction of the smart park, which will be reflected in the subsequent development of Phase 2. The phase 1 of the Baogao Park has been fully leased, attracting renowned tech giants such as Hon Hai Precision industry co., ltd, Tesla, Sunbird Software, Inc., Garmin, and AAEON Technology Inc., The recruitment results are exceptionally outstanding. Meanwhile, the development of the phase 2 of the Baogao Park is also progressing rapidly. Japanese companies have expressed keen interest in the park’s tenant mix and core values, such as low-carbon, environmentally sustainable, and intelligent technologies, actively engaging in discussions during the meetings. These companies are expected to become potential investors in New Taipei City, injecting new vitality into the city’s industrial development.

After the investment attraction conference, the New Taipei City government team will visit Mitsui Fudosan, Kashiwa no Ha Smart City, and Haneda Innovation City to conduct site visits of enterprises and smart parks. The goal is to learn from Japan’s experiences in developing smart cities and expand international cooperation opportunities in bilateral industries. Kashiwa no Ha Smart City, a large-scale urban development project by Mitsui & Co., is centered around the concepts of environmental symbiosis, healthy longevity, and the creation of new industries. The project involves collaborative discussions among the Chiba Prefectural Government, Mitsui & Co., residents, the University of Tokyo, and Chiba University, making it a valuable reference for the overall development of New Taipei City or industrial parks.

New Taipei City Government Economic Development Department added that as of the end of June 2024, the service of one-stop investment has facilitated 281 investment cases, with a total investment of over NT$550 billion, creating approximately 94,000 job opportunities. Moving forward, the city government will continue to strive to attract more international companies to invest in the city and work together to create unlimited business opportunities in smart cities.
